Main Purpose & Function


This position will provide an excellent opportunity for an individual to work amongst a highly-motivated parks planning team and enhance their research and planning experience in a large-scale parks and recreation context.


 


Set in Stanley Park at English Bay Beach, this position is located within the Park Board’s Mid-century Modern head office and works within the Park Board’s Planning and Research group. The successful candidate will contribute to the development and coordination of Reconciliation-focused local and city-wide planning studies, master plans, recreation facility planning and environment planning and projects, which guide the overall development and delivery of the Vancouver’s parks, recreation and natural systems. 


 


Specific Duties & Responsibilities


Reporting to a Senior Park Planner, the Reconciliation Planning Analyst is responsible for the planning and research activities, data collection and logistics that support the planning, design and implementation of Vancouver’s parks and recreation services. The Planning Analyst’s detailed research, knowledge and skills supports the Reconciliation Planner in developing and implementing the Park Board’s Reconciliation Strategy. This strategy represents a significant step in the Park Board’s effort to resolve historical and complex political, social, economic, and cultural issues and relationships related to the Park Board and First Nations and Urban Aboriginal communities.


 


The Park Board’s Reconciliation Strategy is a high profile policy platform that is the Park Board’s strategic opportunity to improve the health and well-being of Aboriginal people and build relationships at the political, staff, and community level. The Reconciliation Strategy will influence the policy direction and actions of interconnected strategies, including the Stanley Park Comprehensive Plan, VanPlay (Parks and Recreation Services Master Plan), and other major projects and initiatives to ensure that these reflect the needs of urban Aboriginal communities and First Nations.


 


The Reconciliation Planning Analyst also assists in key communication pieces such as Board memos and reports (that are presented to Park Board Commissioners by senior staff), external correspondence, presentations for a variety of audiences, and public engagement processes. The Planning Analyst assists in managing external consultants, advises and develops studies, surveys, and monitoring and evaluation tools, prepares and delivers presentations to internal and external audiences and implements consultation plans.


 


The position will use their excellent relationship building skills to liaise with cross-departmental teams across the Park Board and the City of Vancouver, other levels of government, and external stakeholders including the non-profit sector.


 


Qualifications


Education and Experience


  • University degree in landscape architecture, planning or related discipline, or an equivalent combination of education and experience
  • Demonstrated experience in park, recreation and environment planning, design, policy and program research and analysis specifically relating to current-term and long-range planning
  • Experience in project management, data analysis and interpretation, demographic analysis, report writing and research coordination related to urban park, recreation and environment is required
  • Experience in implementing Reconciliation initiatives an asset
  • Experience working with Indigenous communities and/or groups an asset
  • Experience applying Reconciliation principles in a Planning and/or Research context an asset

 


 


Knowledge, Skills and Abilities


  • Strong knowledge of urban park, recreation and environmental issues (including demographic issues, planning, design and development trends), and sustainability.
  • Considerable and demonstrated knowledge in Indigenous rights and Reconciliation precedents, including (but not limited to) Aboriginal Rights and Title, United Nations Declaration on the Rights of Indigenous Peoples, and the Truth and Reconciliation Commission 94 Calls to Action an asset.
  • Excellent written and verbal communication, presentation, and interpersonal skills.
  • Ability to communicate to all audiences.
  • Excellent information and data management and analytical skills.
  • Strong organizational skills and the ability to adapt to priorities and meet prescribed deadlines in a changing environment.
  • Ability to work in a fast-paced environment as part of a team and ability to manage competing pressures.
  • Ability to be resourceful and efficient to obtain data and research within existing frameworks
  • Ability to use MS Office Suite (Word, Excel, Access, PowerPoint), , and Adobe Creative Suite (PhotoShop, Illustrator, InDesign) is required. Ability to use 3D software such as Sketchup, CAD software such as AutoCad and GIS software such as MapInfo is preferred.
