Main Purpose and Function


Reporting to the Program Manager, Water Conservation & Efficiency, the Policy Analyst will work to develop water conservation strategies through advisory group consultation, water consumption tracking by account, and strategic program development. To achieve corporate targets, the position will implement policy that supports a 15% reduction in potable water use for the City of Vancouver over the next decade. This position will also supervise other team members; assigning tasks for project implementation, for conservation initiatives, and for the management of pilot projects.


 


The Policy Analyst will work within the Water Design Branch (Engineering), out of the Marine Gateway offices.


 


Specific Duties/ Responsibilities


 


The Policy Analyst is a senior union position within the Water Conservation & Efficiency team and will be responsible for several work portfolios related to the reduction of potable water use in Vancouver. Building on the success of a 24% reduction realized through the implementation of Vancouver’s Greenest City Action Plan (GCAP), this position will work with a strong team to achieve updated corporate potable water reduction goals. The Policy Analyst will be instrumental in identifying projects and policy to support a further 15% reduction of potable water use across all sectors in Vancouver, including a 10% reduction of corporate water consumption, by 2030.

The Policy Analyst will be responsible for the following main duties:


 


  • Conducting demand side management research, researching new, innovative conservation options, and creating policy to support continued reductions in potable water use.
  • Developing business cases and assigning future demand estimates using performance metrics, cost-benefit analysis, and return on investment projections.
  • Performing historical and statistical analysis for new and on-going policy related projects.
  • Formulating recommendations and drafting by-laws to support city-wide and corporate water conservation goals.
  • Development and implementation of water conservation pilot projects; project coordination of water meter installation projects; providing expertise on multi-departmental collaboration projects.
  • Preparing technical reports for presentation to Senior Management and Council.
  • Collaboration with a variety of stakeholders to facilitate conservation goals.

 


Minimum Qualification Requirements


Education and Experience:


  • Completion of a university degree in Environmental Studies, Urban Planning, Public Administration, Engineering or other related discipline, preferably at a post-graduate level.
  • Considerable related experience in a local government setting supporting policy and planning, preferably with a focus on potable water demand management.
  • Extensive experience with data manipulation, analysis of complex data sets, and development of metrics that reveal emerging trends and innovative processes.
  • Experience collaborating across departments and mentoring others to promote employee growth.

 


 Knowledge, Skills and Abilities:


  • Considerable knowledge of research techniques, including best management practices review and direct surveys, and analysis used in developing city policies and regulations.
  • Knowledge or practical experience with mechanical building systems, basic plumbing concepts, and meter technologies.
  • Considerable knowledge of existing policies, principles and regulation governing water conservation within the Region, in addition to the ability to implement corporate policy to conserve potable water in a growing municipality.
  • Proficiency in Microsoft Office Suite (Excel, PowerPoint, Word) is required; experience with ERSI, SAP and Hansen is considered a strong asset to this position.
  • Ability to research, develop, implement and analyze policies and regulations, to evaluate the social, environmental and financial implications of proposals and to identify problems and recommend solutions within the framework of corporate goals.
  • Ability to establish and maintain effective working relationships with representatives of various community groups, stakeholders, the general public, government officials, Council and external and internal contacts at all levels.
  • Ability to mentor junior staff and explain work plan directives to achieve program success.
