Main Purpose and Function

Vancouver’s Integrated Strategy and Utility Planning Division is currently hiring for multiple senior water resource engineer positions to support implementation of the Rain City Strategy Buildings and Sites Action Plan and water management through development on private property.  These positions will be part of the Development Water Resources Management Branch, which provides groundwater, sewer and rainwater management services for private property related to both green and grey infrastructure. 


The positions will work with inter-disciplinary and inter-departmental teams to provide leadership and engineering expertise related to the policy, review, and application of green infrastructure, groundwater, and integrated management strategies on private property.  The positions will support the City’s efforts to be a leader in holistic and integrated approaches to water management and green infrastructure to help shape a more livable, equitable and resilient city that helps revive its urban watersheds and ecosystems while supporting green jobs and development.


Specific Duties and Responsibilities

The following duties and responsibilities apply to all positions:

  • Provides leadership and forward thinking engineering expertise to a team of highly motivated, inter-disciplinary professionals supporting green infrastructure, groundwater, and integrated policy and services on private property.
  • Works cross-functionally with other City departments, external agencies, developers and community stakeholders to develop and/or implement policies andprocesses, enabling programs and development requirements that support multiple objectives related to growth servicing, affordability, climate resilience, flood protection, water quality, water security, climate mitigation and adaptation urban design, green jobs, habitat and bio-diversity.
  • Researches professional practice and industry trends related to development servicing and the planning, design, construction and inspection and ongoing operations and maintenance of green infrastructure and rainwater management infrastructure through private development.
  • Serves both lead and support roles on various internal, public and industry engagements and consultation to support policy, technical guidance and other implementation support needs
  • Presents building policy and regulations to industry stakeholders, interdepartmental staff and at times Council.
  • Other duties as assigned.

The City of Vancouver is currently seeking to fill up to three positions related to the following focus areas:


Green Infrastructure Policy, Regulation and Implementation Planning Focus

  • Serves as the Engineering Department liaison on the Rain City Strategy Buildings and Sites Action Plan working group, an inter-departmental, inter-disciplinary group led by Vancouver’s Sustainability Group, which is tasked with developing policies, processes, technical guidance, regulation, guidance materials, training and implementation plans to support rainwater management on private property.
  • Engages with internal and external partners, industry and clients to (1) identify development review processing and technical guidance needs, barriers and opportunities, (2) keep abreast of industry trends and practices and develop partnerships to advance implementation of rainwater management in the private realm and (3) inform and implement recommendations for engineering research, policy, processes, tools or regulatory changes to improve the effectiveness and compliance with the City’s policies and regulations related to rainwater management on private property.


Rainwater Management Plan Development Review Focus

  • Provides development review services for private developments at multiple stages of the development process including at Inquiry, Rezoning, Development Permit and Building Permit related to rainwater management and green infrastructure
  • Engages internally with multiple departments across Engineering, Planning, Urban Design and Sustainability (PDS) and Development, Buildings and Licensing (DBL) to align on technical, performance and regulatory issues and provide Senior Engineer reviews and approvals for Rainwater Management Plans
  • Engages and meets with development applicants and their consultants to resolve technical questions, concerns and provide guidance or feedback as needed.
  • Provides supervision of rainwater management engineer and development review program support staff.


Delivery Driver / Courier (Coquitlam)

Major Projects Development Focus

  • Serves as the water resources (rainwater, sewage and groundwater) technical lead for major project development services related to Large Sustainable Sites and/or other complex site developments
  • Provides liaison, coordination, technical reviews, assessments and senior engineer sign-offs related to all phases of the development process including Policy and Planning, Inquiry, Rezoning, Development Permit, Building Permit and verification of post-occupancy obligations, as needed
  • Engages cross-functionally with multiple branches within Engineering (Development and Major Projects, Water, Sewers, Transportation, Streets) as well as the Planning, Urban Design and Sustainability (PDS), Development, Buildings and Licencing Departments (DBL), and Parks and Recreation Departments.
  • Engages and meets with development applicants and their consultants to resolve technical questions, concerns and provide guidance or feedback as needed.



Education and Experience:

  • A degree in engineering with a minimum of eight to ten years of progressively responsible experience in the application of:  
  1. Rainwater management and green infrastructure on development sites, including detention, infiltration, bio-retention, rainwater harvesting, and green, blue-green and blue roof systems.
  2. Stormwater management and/or building by-laws, codes and standards or other equivalent related to on site stormwater management
  3. Groundwater management practices for private developments
  • Registration or eligibility to register as a Professional Engineer with Engineers and Geoscientists of BC. 


Knowledge, Skills and Abilities:

  1. Hydraulics and hydrology related on onsite rainwater and water management
  2. Current methodologies and practices of rainwater management through green infrastructure practices, including calculation methods and modelling
  3. Site rainwater and groundwater management and design
  • Knowledge of building construction, structural, mechanical and/or plumbing systems and site design principles and practices related to water management and green infrastructure.
  • Knowledge of the City of Vancouver Building By-law, Engineering Design Manual, Rain City Strategy, Integrated Rainwater Management Plan, Rainwater and Groundwater Management Bulletins and/or other relevant guidelines, such as the Metro Vancouver Source Control Guidelines, related to municipal, provincial and national code and development processes.
  • Interpret and translate highly technical regulatory requirements as well conduct engineering research and analysis for presentation to a broad range of internal and external stakeholders. 
  • Work collaboratively within a team environment and across departments and disciplines, ability to influence, negotiate and build relationships. 
  • Lead or facilitate meetings, groups and teams which may include controversial subjects
  • Develop consensus and reconcile differing perspectives and secure support from a wide range of internal and external stakeholders.
  • Communicate effectively verbally and in writing, prepare clear, well written reports, and records that support technical decision making as well as policy and regulation development work. 
  • Works well under pressure, handle multiple tasks and changing priorities within tight timeframes and with limited supervision and direction. 
  • Ability to respond to difficult or demanding stakeholders with tact, fairness and diplomacy.
  • Represent the Branch in committees, boards, and public forums
  • Analytical skills in independently reaching sound decisions and resolving complex problems based on engineering judgement. 
  • Ability to analyze, interpret, develop and implement regulatory requirements. 
  • Perform thorough, complete and accurate work with limited supervision and direction. 
  • Identify and recommend new ideas aimed at improving service delivery or policy outcomes.
