Main Purpose and Function

This position serves a vital leadership role within the Social Policy team. The incumbent is highly experienced and is responsible for developing, managing and evaluating strategic social planning initiatives and short term priority actions, and making recommendations on complex issues involving City departments and related initiatives, as well as external stakeholders


Key Contacts and Reporting Relationships

The incumbent reports to the Managing Director and Assistant Director, Social Policy and supervises social planning staff and professional contractors.


Primary areas of activity include:

The Senior Social Planner – Grants Team Lead is responsible for:

  • Leading/supporting the grants review and adjudication process, and capacity building with community partners,
  • Data development and reporting, and research to inform equity based grant funding decisions/directions, policy and corporate requests
  • Leading the renewal of the current grant funding program and the development of new funding streams to assure alignment with City wide strategic initiatives including the City of Reconciliation framework, the Equity Framework, the Healthy City Strategy, the Accessibility Strategy and the Vancouver Plan, and to best support inequitably treated residents and communities in Vancouver.
  • Leading team involvement in development and implementation of multi-year funding cycle policy and transition to an online Grants Management System
  • Supervision of grants and data team, HR, budget, Council, operation guidelines, oversight of teamwork plan.
  • Making recommendations on complex issues involving City departments and related initiatives, as well as a significant and diverse array of external stakeholders.
  • Prepares reports and makes policy and program recommendations and presents to City Council and other public meetings.

Specific Duties/Responsibilities

  • Supervises social policy staff and professional contractors.
  • Produces highly complex work of comprehensive planning and administrative nature.
  • Develops, supervises, coordinates, plans, assigns and reviews strategic social policy and projects and research projects in addition to short-term priority initiatives.
  • Works collaboratively with team leads across social policy work groups to achieve overarching goals of equity and social sustainability.
  • Responsible for considerable consultation, the development of partnerships across Social Policy, Community Services and other City departments and with external agencies, including senior government and the private sector, and provides input into large scale planning and other City programs.
  • Prepares reports and makes policy and program recommendations and presents to City Council and other public meetings.
  • The nature of this work is multidisciplinary, involves both population as well as physical aspects of social planning, within a team environment, and can be controversial. 
  • The position requires a high degree of professionalism, diplomacy, conflict resolution skill and adaptability, sound judgement and independent action within the parameters of work assignments, and City policies. 
  • Other duties/responsibilities as assigned


Minimum Qualification Requirements

Education and Experience:

  • University graduation at the Master’s level in the social sciences, planning, administration/policy, with considerable (7-10 years) administrative experience at a responsible level, or an equivalent combination of training and experience
  • Demonstrated supervisory, planning and leadership skills
  • Relevant lived experience combined with a broad perspective lens on diversity, is preferred
  • Experience with diversity, inclusion and equity considerations in a workplace environment, is preferred.


Knowledge, Skills and Abilities:

  • Considerable knowledge of social and economic issues and trends in Vancouver as well as the non-profit sector, public and private sector related resources and stakeholders.
  • Experience in granting decision-making processes
  • Knowledge of and demonstrated experience in leading social innovation initiatives involving systems change 
  • Ability to lead a team of professionals in conducting research and analysis and developing policies and strategic advice.
  • Considerable knowledge and skills in project management
  • Demonstrated experience in developing and leading complex initiatives, and creating collaborative partnerships.
  • Excellent verbal and written communication skills, including the ability to explain complex issues to stakeholders and the public
  • Excellent ability to work within a team environment and within defined timelines.
  • Ability to communicate effectively with elected representatives, appointed officials, and the general public, orally and in writing.
  • Ability to work collaboratively across the Social Policy and Projects Department
  • Skills in conflict resolution, ability to demonstrate a high degree of versatility and adaptability to changing circumstances, sound judgement and independent action.
  • Experience with municipal planning processes an asset.
  • Ability to positively adapt to changing priorities
