Main Purpose and Function

Arts, Culture and Community Services is currently accepting applications for on-call auxiliary work as an Activity Leader leading programs in specific languages other than English at Carnegie Community Centre and Oppenheimer Park. Located in the Downtown Eastside, Carnegie Community Centre and Oppenheimer Park serve an ethnically and socially diverse population, including a large percentage of people who are homeless or on low fixed incomes and residing in single hotel rooms, rooming houses or social housing.


Reporting to a Community Programmer and under the supervision of a Community Activity Coordinator, this is a front line recreation position with primary responsibilities in planning and facilitating social, educational, cultural and recreational activities in specific languages other than English with participants of varying interests, skills and abilities.


Daily duties include planning and leading recreation programs; preparing promotional material and engaging community members in participation; supporting volunteers in a mentorship relationship; supporting special event planning and facilitation; carrying out daily facility management tasks; attending to emergencies and first aid situations as required.The position exercises independent judgement in routine matters, but unusual problems are referred to superiors. Work is reviewed by a supervisor and the public in terms of attainment of desired results. Carnegie Centre and Oppenheimer Park operate 365 days per year. The Activity Leader will support a 7 day a week operation and shifts are schedule between 8am and 11pm year-round. Successful candidates must be available for both daytime and evening shifts, 7 days a week as required.

Specific Duties & Responsibilities

  • Organizing, implementing and facilitating in a language other than English in arts, cultural, educational and physical recreation programming for Downtown Eastside residents

  • Stimulating active participation in program

  • Initiating, organizing and leading regular trips and special events in a language other than English

  • Preparing and distributing materials to promote activities in a language other than English

  • Providing information and referrals to patrons regarding community services and resources

  • Helping ensure that the facility and equipment are maintained; dealing effectively with problem situations, which may include administering first aid and liaising with emergency medical services personnel.



Education and Experience

  • Completion of Grade 10, supplemented by post-secondary education in the field of recreation, arts, education, social work, or related discipline; or an equivalent combination of training and experience.

  • Ability to communicate fluently in one of: Arabic, Cantonese, French, Hindi, Mandarin, a North American Indigenous Language, Punjabi, Spanish, Tagalog, Vietnamese, or American Sign Language is required.

  • Ability to develop and lead recreation programs in one of: Arabic, Cantonese, French, Hindi, Mandarin, a North American Indigenous Language, Punjabi, Spanish, Tagalog, Vietnamese, or American Sign Language for people of various interests and abilities is required.

  • Standard First Aid certification and ability to respond to first aid situations is a requirement of this position.

  • Knowledge of Indigenous culture and practices is considered an asset.

  • Lived experience as an Indigenous, Black or Person of Colour is considered an asset.

  • Lived experience as a trans, Two Spirit or no binary person is considered an asset.

  • FOODSAFE Level 1 is considered an asset.

Knowledge, Skills and Abilities:

  • Considerable knowledge of the Downtown Eastside, agencies, services and resources.

  • Considerable knowledge and understanding of addictions, mental illness, conflict resolution and violence prevention. 

  • Proven ability to support people with barriers in a peer/mentor relationship.

  • Proven ability to establish and maintain effective working relationships with program participants, members of the public, other stakeholders and staff.

  • Proven ability to communicate effectively orally and in writing.

  • Proven ability to work with minimal supervision.

  • Proven ability to work collaboratively in a team.

  • Basic computer literacy, including basic Microsoft Office skills.

  • Proven ability to understand and follow enhanced health and safety requirements, particularly as related to COVID-19.

  • Proven ability to respond to emergencies, walk long distances, and carry heavy items.


Driver License and Record Checks

  • A current and valid BC Driver’s Class 4 License or higher and a satisfactory driving record is an asset.

  • A clear police record check is a requirement of this position. A clearance requires the absence of any criminal charges or convictions related to this position.
