Planning Analyst – Waterworks Design

Main Purpose and Function
Reporting to the Program Manager, Water Conservation & Efficiency, the Water Conservation Planning Analyst (Planning Analyst) will be the lead staff member for liaison of Park Board water conservation projects. Responsible for supporting the research, development, implementation and management of water conservation, the Planning Analyst works to reduce potable water use at City of Vancouver Parks and during Parks operations. This position identifies methods to address system leaks, and promotes initiatives to further champion the Park Board’s Water Conservation Action Plan in conjunction with the City’s Corporate potable water reduction goals. This position is co-funded by Parks, Planning and Park Development, and Engineering, Water Conservation & Efficiency.
The Planning Analyst will reside with Water Conservation & Efficiency (Marine Gateway office), with frequent on-site visits at various parks and meetings at Vancouver Park office locations.
The Planning Analyst will continue to build on the Park Board’s Water Conservation Action Plan in reducing potable water use by 33% from 2006 levels. Reductions will be achieved through research, extraction, and analysis of parks water use, followed by the implementation of conservation measures. This position will consult with staff to develop technical summaries of required work for potential water conservation projects, and will update the Water Conservation Action Plan to include updated long range reduction goals. The Planning Analyst will show policy leadership for all Park projects, creating positive change towards corporate conservation goals. Developing materials and summarizing information to communicate with the public and staff, along with supporting operations staff in project development, will also be required.
The Planning Analyst will be responsible for the following main duties:
- Collecting, organizing, and analyzing water use data from the City of Vancouver’s water metering system and other water related data from various sources.
- Summarizing water data for project planning purposes including Park Board metrics and conservation actions.
Project Coordination and Planning:
- Updating the Water Conservation Action Plan for presentation to the Park Board.
- Overseeing the golf course water use plan monitoring.
- Working closely with operational staff to ensure proper design and maintenance planning.
- Working closely with Park Board planning and communication staff on the development and implementation of water conservation projects in adherence to adopted policy.
- Working closely with the City of Vancouver’s Engineering – Water Design group on parks related conservation projects, metric reporting and data analysis.
- Contributing to the development of consultation requests for conservation projects.
- Exploring options to contribute to a further 10% reduction of potable water use in Corporate Operations by 2030 (GreenOps 2.0 Plan).
Education & Engagement:
- Developing text and graphic materials including discussion papers, web content, and signs.
- Providing technical information, advice and support for communication engagement activities.
- Educating key stakeholders on current policy, and incorporation of the policy for reduction of potable water into future Park works.
Education and Experience:
- Bachelor’s degree in Environmental Science, Geography, Sustainability, or a related discipline preferably with a focus in water management.
- Two years of related experience in policy development for water management, water conservation or green operations for a large complex organization in the public sector, or an equivalent combination of education, training and experience.
- Experience with data management and analysis of large data sets.
Knowledge, Skills and Abilities:
- Knowledge of potable water conservation methods, and analysis used in developing programs and policies to reduce potable water use.
- Knowledge of existing policies, principles and regulation governing the Park Board’s Water Conservation Plan and potable water use in the City of Vancouver.
- Strong communication skills (written and graphics), interpersonal skills, and the ability to work with a variety of stakeholders.
- Good analytical, problem solving and critical thinking skills to understand, identify, track, and report performance indicators.
- Ability to collect, process, analyze and report water consumption data for Parks in an accurate written format and prepare a variety of project reports and correspondence.
- Ability to interpret design plans/drawings to identify water systems in place and review proposed plans for compliance with policy.
- Ability to handle a large volume of work with accuracy and efficiency in a busy environment with minimal supervision.
- Ability to make sound decisions, problem-solve and provide alternate solutions.
- Ability to communicate and work collaboratively with a variety of stakeholders.
Driver License and Record Checks:
- A current and valid BC Driver’s License and a safe driving record are required.
- The license must not include any restrictions that would affect the ability to legally and safely carry out job responsibilities.
