Main Purpose and Function


The Senior Utility Monitoring and Data Management Engineer oversees a team responsible for collecting, analysing, and managing utility data/information required to plan, design and operate the sewer and drainage utility.  This role is also responsible for completing the regulatory reporting for Combined Sewer Overflows to the federal government and compliance monitoring to the Province of British Columbia as part of the Integrated Liquid Water and Resource Management Plan.


 


This role will allow the successful candidate to shape the City’s monitoring program, and to develop a strategy to ensure the long-term integrity of the collected data. Currently the City’s monitoring program includes rainfall, wastewater and stormwater flow, combined sewer overflows and stormwater quality monitoring.  


 


The position reports to the Manager of Integrated Sewer and Drainage Planning and supervises a Civil Engineer I and an Engineering Assistant. This role works closely with other Engineering branches and City departments as well as external stakeholders such as Metro Vancouver, Environment and Climate Change Canada, Province of British Columbia (MOE and FLNRORD), and other municipalities that are part of Vancouver’s peer network.

Specific Duties and Responsibilities


  • Develops and leads a team responsible for collecting, analysing, and managing utility and meteorological data
  • Develops, updates and implements the utility, meteorological and environmental monitoring programs
  • Develops, updates and implements the data management strategy for the sewer and drainage utility data, including but not limited to data governance, data ownership, Quality Assurance and Check  (QA/QC) processes and procedures, data storage and access
  • Ensures monitoring program processes and specifications (e.g., Inflow and Infiltration calculation procedures, Operations & Maintenance guidelines for City owned equipment) are aligned with industry practice
  • Works with suppliers and consultants to standardize equipment and monitoring platform that allows data to be reviewed on a real-time basis
  • Works with other branches to identify monitoring needs, data sharing requirements, and data management protocols
  • Completes regulatory reports including: Combined Sewer Overflows monitoring reports, Inflow & Infiltration (I&I) reports and watershed health reports
  • Analyzes data on an ongoing basis, develops Key Performance Indicators for sewershed and watershed, and provides data for model calibration
  • Manages an annual budget of up to $2M and develops RFPs and RFQs for monitoring equipment purchases and leases, data hosting, and monitoring services procurement
  • Provides leadership and guidance to staff, including hiring, assigning responsibilities, evaluating and reporting on performance, coaching, mentoring, training and development
  • Represents the City with internal branches, outside agencies and Metro Vancouver regarding City of Vancouver’s monitoring program and data requests
  • Responds to correspondence or inquiries regarding monitoring data
  • Data logging
  • Other duties/responsibilities as assigned

 


Qualifications


Education and Experience:


  • Bachelor’s degree in Engineering and a minimum of six years’ related experience in developing hydrological and hydraulic or water quality monitoring programs or an equivalent combination of education, training and experience
  • Registration or eligibility to register as a Professional Engineer in British Columbia

Knowledge, Skills and Abilities:


  • Strong technical knowledge and understanding of data and monitoring requirements for hydrology, stormwater and sewer systems and water quality
  • Proven technical knowledge in GIS, data management, and database structures
  • Understanding of hydrologic/hydraulic modelling tools and procedures is an asset
  • Strong organizational and time management skills
  • Excellent leadership skills with the ability to motivate, engage and mentor staff
  • Strong ability to write effectively, organize and maintain project documentation, prepare status reports and summaries and presentations
  • Strong ability to develop and maintain positive, productive relationships at all levels in the organization and external stakeholders
  • Proven ability to analyze and solve problems and make decisions or recommendations based upon thorough analysis of facts
  • Strong ability to reconcile differing perspectives, develop consensus, and secure cooperation and support from both stakeholders and team members
  • Proven ability to research, analyze, estimate, and present recommendations for a variety of engineering projects
  • Strong ability to manage change and assist others with adapting to change
