Main Purpose & Function

The Supervisor Recreation Services functions as the primary Park Board management representative and effective team leader, responsible for managing employees, including the hiring of staff, coaching, training and development, performance evaluation and attendance management, discipline up to and including dismissal, and representing the Employer in the grievance process. Key components of the position are strategic planning and problem resolution, the exercise of sound judgement and decision-making to ensure effective current and, future service delivery and public accountability. Represents Park Board management on committees and processes that are District and/or City-wide initiatives.

The Vancouver Board of Parks and Recreation is seeking two dynamic and experienced individuals to lead the delivery of programs and services at the Roundhouse Arts and Community Recreation Centre and Kerrisdale Community Centre Complex. Reporting to the Manager of Recreation Services, the Supervisor is responsible for working as the primary City representative and effective team leader in the coordination, development and management of recreation facilities, programs and staff in the community.

This unique heritage facility has a strong focus on the development of arts and culture programs; it includes a 200 seat performance theatre, a 7,800 sq. ft. exhibition hall, a gymnasium, fully equipped woodworking, pottery and dance studios and new outdoor performance space. The complex lies in the heart of Yaletown, adjacent to the scenic False Creek seawall path and David Lam Park.

Kerrisdale Community Centre Complex:

Located in one of the older and established communities in the city, this is a very busy 52,000 sq. ft community centre complex with a 30 metre indoor pool, 10,000 sq. ft seniors centre, fitness centre, gymnasium, pottery studio, satellite arena and a Vancouver Public Library branch. Programming at this site also extends into Elm, Maple Grove and Kerrisdale Centennial neighbourhood parks.

Specific Duties & Responsibilities

The Supervisor is accountable for maximizing resources to deliver quality services and meet public policy and key performance objectives. The position leads a large staff compliment, works closely with the local community association as key partner of the Park Board in delivery of services and the implementation of the joint operating agreement. The Supervisor is responsible for the management of local and system-wide program/policy assignments and collaborates regularly with colleagues across the City organization.

Qualifications

The successful candidate will have considerable knowledge and experience in managing and programming for a wide spectrum of public recreation facilities and service needs, gained through progressively more responsible positions. The ideal incumbent will have demonstrated significant experience in the areas of staff supervision and labour relations, management of large operating budgets, and effective community development, with a particular focus on experience with community engaged arts and cultural initiatives. Demonstrated skills and competencies include: workforce planning and personnel development; budget development and management; conflict resolution; project management; and facility utilization. Excellent verbal and written communication skills, and proven experience of positive collaboration with volunteer boards and community groups are essential. To qualify applicants must have a post-secondary degree in Recreation, Leisure Services, Fine Arts, Community Engagement, or related discipline supplemented by courses or experience in related areas such as leadership, administration, business development, or human resource management. Applicants must also possess a minimum of five (5) years in a leadership role in the recreation field and a proven ability to perform management responsibilities. An equivalent combination of training, education and experience may be considered.
