Main Purpose and Function

Under the guidance and direction of the Senior Transportation Safety Engineer, the Traffic Safety Engineer represents the Traffic and Data Management (TDM) Branch by providing advice/recommendations and tracking related to safety improvements, assessing and prioritizing new pedestrian crossing treatments, reviewing development / rezoning applications and coordinating the school active travel-planning program.  This position is required to direct safety investigation studies, provide infrastructure recommendations to address safety hotspots, implement safety countermeasures and evaluate their effectiveness.

This position connects with stakeholders such as VPD, ICBC, Health and VSB to plan and monitor the safety program.


Specific Duties and Responsibilities

  • Oversees technical staff related to pedestrian safety studies, the school active travel planning program and development review
  • Oversees pedestrian crossing investigations to assess potential new signal locations and other crossing treatments
  • Prioritises and recommends new pedestrian signal, RRFB and crosswalk locations
  • Coordinates implementation of new RRFBs and crosswalks
  • Develops pilot projects for emerging pedestrian crossing technologies to assess effectiveness and potential for use within a standard toolkit
  • Reviews ICBC, VPD and hospital or other data to assess collision hotspots and develop potential safety countermeasures
  • Implements safety countermeasures. Including coordination of sign plans/geometrics and construction of upgrades
  • Evaluates and monitor performance of safety countermeasures installed
  • Coordinates with other branches to provide data and advice on potential safety measures in their areas
  • Coordinates with VPD, ICBC, Health partners and other outside agencies on safety related issues and develops expertise/knowledge of emerging policies and practices to improve safety
  • Develops custom action plans for each school participating in the school active travel planning program, based on findings from safety data and school community engagement
  • Coordinates the school program infrastructure and signage upgrades, from design to installation
  • Coordinates with schools stakeholders such as the VSB, VPD , Parking Enforcement and other outside agencies on emerging school safety issues
  • Supports TDM’s review of development and rezoning applications for impacts/changes to traffic signals, pedestrian crossing facilities and school related infrastructure Reviews community plans, parklet, public bike share stations and on-street mural designs
  • Responds to citizen complaints related to transportation safety
  • Prepares reports (memos, Council reports, etc.) and delivers formal presentations
  • Other Branch duties as assigned

Education and Experience:

  • Bachelor’s Degree in Civil Engineering, preferably with a focus in Transportation, and eligibility to register as a professional engineer or EIT with EGBC
  • Previous education and/or experience with road safety measures and traffic operations


Knowledge, Skills and Abilities:

  • Working knowledge of transportation engineering principles and techniques including traffic assessments and traffic signal warrants for pedestrians
  • Working knowledge of safety assessments
  • Working knowledge of the City’s transportation policies and network for all travel modes.
  • Working knowledge of sign standards such as the Manual of Uniform Traffic Control Devices
  • Background knowledge of the BC Motor Vehicle Act and relevant City By-laws such as the Street and Traffic By-law
  • Proven ability working with GIS tools such as ArcGIS to develop maps to visualize, summarize, compare, and interpret data
  • Drafting skills, including proven experience in using AutoCAD would be an asset
  • Demonstrated ability working with analysis tools such as Excel
  • Demonstrated ability to work well in a dynamic team environment with little supervision
  • Ability to build and maintain effective relationships with co-workers, stakeholders and external transportation partners
  • Strong analytical skills
  • Strong written/verbal communication skills and ability to speak and present in public
  • Supervisory skills in motivating, assigning tasks and coaching employees, prioritizing projects and working under tight timelines
